What is OQ? Operator Qualification is a federally mandated program under 49 CFR Part 192 and 195. It requires that individuals performing covered tasks on pipeline facilities are trained, tested, and evaluated for each specific task. OQ is not a general certification — it is task-specific, documented, and subject to ongoing re-qualification.
